As regards the expedients proposed as alternatives to the closing of the Agencies, I am to state that the Postmaster General sees no objection in principle to the Hong Kong Government's increasing the rate of postage on letters from the Agencies (excluding Wei-hai-Wei) for the United Kingdom &c. from 4 cents per 20 grammes to the International rate of 10 cents for the first 20 grammes and 6 cents for each succeeding 20 grammes, either in the case of the Siberian route only or in the case of all routes.
The reduced rate of postage was adopted by the Government of Hong Kong of its own motion and contrary to the intention of the Postmaster General.
The Secretary of State for the Colonies and the Government of Hong Kong no doubt realize that the increase in the charges would not pass without public protest either in the British Settlements in the Treaty Ports or in this Country.
